Brian Stout, CCS, CDS
Brian Stout is the President of TCS USA, a transportation safety and security consulting firm that employs compliance experts and former enforcement agents specializing in safety and the Federal Motor Carrier Safety Regulations. He has extensive experience in both operations and management in a career that spans an 18-year combination of law enforcement, security, and safety consulting. He compliments his experience with a Bachelor’s Degree with Honors from Liberty University in psychology and criminal justice along with a host of industry certifications.
Brooke Sulivant joined TCS USA as the Business Manager in 2015, bringing her experience in both risk management and liability consulting. She provides direction for client relations and directly oversees finance, accounting, human resources, and administration. Brooke began her career in the risk management industry after receiving her Bachelor of Arts from the University of South Alabama, where she majored in International Studies with a focus on International Business.
Drug and Alcohol/IFTA Coordinator
Eric joined TCS USA in February 2013 after 20 years of military service, where he served as a Law Enforcement Officer. He was also responsible for all areas of safety and security while serving as a drug and alcohol program coordinator. Eric is the advisor to TCS clients and is responsible for all areas of controlled substance testing compliance in regards to Federal guidelines.
Joe Wooten, CCS
Joe Wooten is a Regional Manager and Certified Compliance Specialist with Transportation Compliance Services LLC and has been working in this field since April 7th, 2010. Joe began his professional career in law enforcement in 1981 for Jackson County, Mississippi serving as a law enforcement officer. In 2000, he began serving as lead instructor at Mississippi Security Police law enforcement academy instructing safety and security not only to law-enforcement but Chevron industry in Pascagoula, MS. In 2010, Joe continued his safety career management for the trucking industry managing safety from a broad scale of compliance with the Federal Department of Transportation regulations.
Jason Musselman, CCS, CDS
Support Services Administrator
Jason Musselman is a Regional Manager at TCS USA and also holds the position of Support Services Administrator. He is a graduate of Auburn University, where he received a BA in Public Administration. He is currently a member of the Drug & Alcohol Testing Association (DATIA), Legislative & Regulatory Affairs Committee, Commercial Vehicle Safety Alliance (CVSA) Hazardous Materials Committee, and Passenger Carrier Committee. He is also a member of the North American Transportation Management Institute (NATMI) and has completed the Certified Director of Safety (CDS) certification.
Lenny Thompson, CCS
Lenny Thompson is a Regional Manager at TCS, USA. Prior to launching a career as a consultant in the field of DOT/FMCSA compliance, he completed 13 years as a law enforcement officer. During his law enforcement career, he was a supervisor, field training officer, and adjunct instructor at the police academy with expertise in DWI/Traffic enforcement.
Paul Malone, CCS
Paul Malone is a Regional Manager with TCS, USA. He lives in southwest Mississippi near Liberty, MS and worked for the state of Mississippi for over 32 years. Of that time, 30 years was in Law Enforcement, where he worked up the ranks from Officer to Sergeant, Master Sergeant, Lieutenant, Captain, and Major. He was also employed with the Amite County Sheriff’s Department as Road Deputy with 13 1/2 years of service and Franklin County School District as a Campus Police Officer with 24 years of service.
Certified Compliance Specialist
David Hurstell is a Certified Compliance Specialist with TCS USA. He graduated from Chalmette High School, Chalmette, LA in 1984. From there he attended LSU from 1984-1987, pursuing a Criminal Justice Degree. He then enlisted in the US Air Force in 1987 and served as a Law Enforcement Specialist from 1987-1990 at Maxwell AFB, AL where he was awarded Airman of the Quarter Oct-Dec 1988. Following his military service, he worked for his father-in-law’s trucking company, Crawford Trucking Inc., from 1990 to 1992 and learned the trucking business from both the management side and the driver/mechanic side. David then served from 1992 to 1998 with the Causeway Police Department as an Officer, Corporal, Sergeant and Lieutenant. He was responsible for the start-up of the LA/DOTD Motorist Assistance Patrol (MAP) that patrolled I-10 in Metairie and New Orleans, LA. He then joined the Mandeville Police Department where he served as an Officer, Corporal, and Sergeant and was responsible for a Criminal Patrol Shift and the department’s Louisiana Highway Safety Commission (LHCS) DWI Enforcement Grants. He was a certified Taser Instructor, received the department’s lifesaving award in 2001 for rescuing a child from floodwaters, and the department’s Supervisor of the Year award in 2007 for his outstanding service.
Certified Compliance Specialist
Lindy West is a Certified Compliance Specialist with TCS USA. A native New Orleanian, she joined the TCS USA team in 2015, bringing with her many years of experience in the Motor Coach Industry. Lindy’s experience spans 18 years with a variety of assignments that included operations, safety, and compliance management. Her versatility extends to expertise with customer service in that the Motor Coach Industry deals directly with a multitude of people daily. Since coming to TCS USA, Lindy has completed the training requirements and is now a Certified Compliance Specialist, a goal of which she is very proud.
Sharon Fancher is a Compliance Specialist with TCS. Sharon is a graduate of the University of Southern Mississippi, where she received her Bachelors of Science degree in Political Science with an emphasis in Constitutional Law and Criminal Justice. After graduation, Sharon began her professional career in the field of corrections as a Compliance Specialist and Legal Assistance to the inmate population. Sharon’s position with corrections launched her 15 year professional career in the legal field as a Civil Litigation Paralegal for plaintiff and defense. Sharon’s legal experience reached beyond civil litigation when she became the paralegal to a transportation safety expert witness in the field of transportation safety compliance, commercial vehicle rules and regulations, state laws, industry standards, training, and practices. It was this professional experience that gave Sharon the knowledge to become part of the Compliance Specialist team at TCS, where she has expanded that knowledge through professional training and experience.
Ruth began her career with the MS Highway Patrol in 1981 in Jackson, MS, worked in the Driver License department, and then moved on to the MS Forestry Commission as a Personnel Assistant until December of 1986. In January of 1987, she transferred to the MS Public Service Commission, where she became a Transportation Assistant, handling all DOT Authority for the interstate trucking industry. Ruth has completed extensive training in the field of safety compliance with the 49 CFR’s. She retired from the Public Service Commission/Mississippi Department of Transportation in 2005 after 26 years of service. From 2010-2015, she was employed by the Federal Motor Carrier Safety Administration as a Transportation Assistant in which she handled the compliance questions pertaining to the FDOT. Ruth has been employed with TCS USA since January 2016 and currently holds the position of Compliance Specialist.
